What is EN ISO 20471?
EN ISO 20471 is the international standard for high-visibility warning clothing. It defines the minimum performance requirements that a garment must meet to be considered genuine high-visibility workwear — covering fluorescent fabric colour, retroreflective tape performance and the total surface area of both materials on a garment.
The standard is published jointly by the European Committee for Standardisation (CEN) and the International Organisation for Standardisation (ISO). In the UK it replaced the older EN 471 standard and is now the benchmark used by employers, safety inspectors and principal contractors to assess PPE compliance on site.
Under the Personal Protective Equipment at Work Regulations 1992, UK employers are legally required to provide appropriate high-visibility clothing where workers are at risk from moving vehicles or machinery. EN ISO 20471 is the standard that defines what "appropriate" means in practice.
Why Was EN ISO 20471 Introduced?
Before EN ISO 20471, high-visibility clothing varied wildly in quality and performance. Some garments used fluorescent fabric that faded quickly. Others had reflective tape that peeled after a few washes. There was no consistent benchmark for what "hi-vis" actually meant — which created genuine safety risks on UK sites.
EN ISO 20471 fixed that by setting clear, measurable performance requirements that every certified garment must meet — and maintain — through a set number of wash cycles. It gave employers, workers and safety inspectors a reliable framework for assessing whether a garment was genuinely compliant.
How Does EN ISO 20471 Work?
The standard measures two things on every hi-vis garment:
1. Fluorescent background material
This is the brightly coloured fabric — yellow-green, orange-red or red — that makes you visible in daylight. EN ISO 20471 sets minimum requirements for the colour coordinates and luminance factor of this fabric, ensuring it is genuinely fluorescent rather than just brightly coloured.
It also specifies the minimum surface area of fluorescent fabric that must be present on a garment to achieve each class rating.
2. Retroreflective tape
Retroreflective tape bounces light directly back towards its source — making you visible to drivers at night or in low-light conditions. EN ISO 20471 sets minimum requirements for the retroreflection coefficient of the tape and the minimum surface area that must be present on a garment.

The Three EN ISO 20471 Classes
EN ISO 20471 defines three classes of high-visibility clothing, based on the total surface area of fluorescent background material and retroreflective tape on the garment:

Which Class Do You Need?
The class you need depends entirely on your working environment and the requirements of your site or employer. Here's a general guide:
- Class 1 — Car parks, low-risk warehouses, pedestrian areas with occasional vehicle access. Not suitable for most construction sites.
- Class 2 — Most UK construction sites, warehouses with faster-moving vehicles, delivery environments. The minimum required by most principal contractors.
- Class 3 — Roadworks, motorways, emergency response, any environment with fast-moving traffic. Required under the CDM Regulations 2015 for high-risk construction environments.

How to Check if Your Hi-Vis Is EN ISO 20471 Certified
Every certified garment has a label inside showing the EN ISO 20471 marking followed by the class number — for example "EN ISO 20471 Class 2". The label will also show the manufacturer's name, care instructions and the number of wash cycles the garment has been tested for.
If a hi-vis garment doesn't show an EN ISO 20471 marking on its label, it is not certified — and may not be accepted on site or meet your employer's PPE requirements. Always check the label before buying.
Does EN ISO 20471 Certification Last Forever?
No. EN ISO 20471 certified garments are tested for performance after a set number of wash cycles — typically 25 to 50. After this point, the fluorescent fabric may have faded and the reflective tape may have degraded to the point where the garment no longer meets the standard.
In practice, garments should be replaced when:
- The fluorescent fabric has visibly faded or looks pale rather than bright
- Reflective tape is peeling, lifting at the edges or has sections missing
- The garment has sustained physical damage affecting coverage
- It fails a visual site safety inspection

Combined Classifications — Achieving Class 3 with Two Garments
EN ISO 20471 allows for "combined classifications" — where two separate garments are worn together to achieve a higher class than either garment achieves individually. For example, a Class 2 jacket worn with Class 2 hi-vis trousers can together achieve Class 3 compliance because the combined surface area of fluorescent fabric and reflective tape reaches the Class 3 threshold.
